The seller carries the heavier tax burden during the transfer. Municipal transfer levies range from 100 ALL to 2,000 ALL per square metre nationally. The rate changes based on the specific property category and the location. A rate of 2% is given as an indicative figure for land sold separately.

Shkodër charges 300 ALL per square metre for housing, 700 ALL per square metre for trade and services, and 500 ALL per square metre for other buildings. The seller pays a 15% personal income tax on the capital gain. This tax is calculated as the sale price minus the documented purchase price. The taxable value is whichever is higher between the contract price or the official reference price.

Under-declaring the sale price never works for reducing tax exposure. You will owe annual property taxation once the purchase is complete. The statutory rate is 0.05% of the assessed value for residential buildings. Commercial buildings face a 0.2% annual property tax rate.
